Amber Oquindo is an accomplished educator, operations leader, and researcher in international relations, specializing in global security frameworks, counter-terrorism, and academic governance. As Director of Operations at the Global Counter-Terrorism Institute (GCTI), she oversees institutional compliance, student information systems, and strategic policy development, ensuring seamless coordination between faculty, students, and external partners.
With a strong background in homeland security, public policy, and higher education management, Amber has developed policies that enhance student engagement, research initiatives, and international academic collaborations. She has also led pioneering initiatives in higher education administration, fostering academic accessibility and excellence in security studies.
Amber is currently pursuing a Ph.D. by Research in International Relations at the Paris Graduate School, where her work focuses on global security policies, radicalization, and multilateral governance. She has also completed the UNITAR Human Rights Council Training Programme, equipping her with specialized expertise in human rights law and diplomatic negotiations.

Todd M. Price is a distinguished counter-terrorism strategist, military veteran, and academic leader with over 20 years of experience in military intelligence, international security, and cybersecurity. As Co-Founder and President of the Global Counter-Terrorism Institute (GCTI), Todd has been instrumental in developing AI-powered risk assessment models, cybersecurity defense programs, and global counter-terrorism training initiatives.
In his role as Program Manager for the Masters in International Security Studies & Cybersecurity at the Paris Graduate School, Todd designs and leads academic programs focused on counter-terrorism, intelligence operations, and AI-driven security solutions. His expertise spans strategic risk analysis, military operations, and cyber threat intelligence, with a focus on leveraging emerging technologies to enhance national and global security.
A U.S. Army veteran, Todd has conducted strategic counter-terrorism operations and intelligence analysis across the Middle East and North Africa. His patent-pending AI Predictive Modeling System for Terrorism Risk Assessment integrates socio-economic, political, and psychological variables to provide real-time threat intelligence for government agencies and security organizations worldwide.
Through collaborations with Microsoft, Dell, and OpenAI, Todd continues to advance AI-driven cybersecurity, predictive threat modeling, and global intelligence frameworks to counter evolving security threats. GCTI was founded with a vision inspired by the principles and educational strategies of the NATO Defence Education Enhancement Program (DEEP).

Free 2 Modules: Classes count toward a degree if satisfactorily completed. No credits are earned if the student withdraws during the introductory period. Students who choose to continue their studies at the Institute will need to meet specific requirements. Graduate programs are not included.
